STOPS launches members’ handbook

PENAMPANG: The Subsidiary Title Owners & Purchasers Association, Sabah (STOPS) yesterday had held its first seminar ever and launched its members’ handbook.

State Attorney General Datuk Mariati Robert, who officiated at the event at the Wisma Kinsabina here, commended STOPS, which is chaired by Ken Lo, for initiating a platform for owners and purchasers of subsidiary titles to work with the State Government for new laws.

“I believe that the authorities are fully aware of the issues faced by owners and purchasers of subsidiary titles in the state, and this seminar will open up communication channels to relevant stakeholders with the aim of solving key problems faced by the industry,” said Mariati.

She said that with the large increase in the number of subsidiary titled properties being built in Sabah, it is also timely for STOPS to take the lead in pushing for Property Management Practice Standards for the benefit of both owners, purchasers, developers, property managers.

Two key speakers of the seminar were Anthony Lee, an accredited architect and trainer, and Christopher Chin, a practicing lawyer who drafted the S & P in Housing Development (Control & Licensing) Rules in 2008.

Speaking to reporters earlier, Lee disclosed how industry players and stakeholders in Sabah still lack the awareness on subsidiary title owners’ rights and responsibilities.

He said that one contributing factor is the lack of law knowledge and enforcement, which the State Government needs to undertake and execute.

Meanwhile, president of Sabah Housing And Real Estate Developers Association (SHAREDA), Francis Goh, pointed out the need for an association such as STOPS in Sabah, as there was no platform for educating the people on property-related issues.

Among the topics discussed at the seminar yesterday were subsidiary title owners’ rights and responsibilities, must-know information that’s not in the sales brochures, building condition inspections of the actual facts of strata properties in Malaysia.
